National Workshop on MARPOL Annex V and VI in Djibouti, 02-05 August 2021

Within the framework of the Integrated Technical Co-operation Programme (ITCP) of the International Maritime Organization (IMO), there was a proposal to conduct a mission on implementation of MARPOL Annex V and VI in Djibouti. The aim of that mission was the delivery of an in-person national workshop on the MARPOL Annex V and VI.
On that regard, the Regional Organization for the Conservation of the Environment of the Red Sea and Gulf of Aden (PERSGA) in perfect cooperation with the International Maritime Organization (IMO) and the Ministry of Environment and Sustainable Development of Djibouti, jointly organized four days National Workshop on Annex V and VI. The workshop was conducted within the premises of the People’s Palace in Djibouti City – Republic of Djibouti during the period of Monday, 2 august 2021 until Thursday the 5th of August 2021.
The workshop aimed at familiarizing the participants with the concept of the prevention of marine pollution from ships under Annex V and VI of MARPOL. It provided the participants with insights and an overview on the latest developments of MARPOL convention, particularly its Annexes V and VI and emphasis on port state control towards more consistent implementation and enforcement of MARPOL. An additional objective was to improve the overall knowledge of Participants with respect to Port reception facilities adequacy. The GISIS tool was also discussed. The GISIS database provides data on facilities for the reception of all categories of ship-generated waste.
Moreover, the participants were provided with updates on the efforts made by the Regional Organization (PERSGA) to activate the IMO declaration of the Red Sea and the Gulf of Aden as “special maritime areas” under Annexes I and V of MARPOL.
The Workshop presentations and materials were delivered by two international facilitators with significant experience in shipping industry and marine environment from BEXCOM (Senegal), and from Brest (France), in addition to expert from PERSGA.
The Workshop was attended by about 25 specialists and representatives from different ministries responsible for the conservation of the environment as well as specialists of other stakeholders such as the coast guard, Ports and maritime authorities, and private sectors dealing with the environment, with a view to enhance the knowledge and competence of participants on both ship’s waste management and energy efficiency within the global sulphur limit under SDGs 7, 13, 14, 17 targets goals, leading towards the effective implementation of MARPOL Annex V and VI in Djibouti.
